Further opening Hong Kong-Zhuhai-Macao Bridge promotes Greater Bay Area integration

¡iĶ¤å¡jAs the Hong Kong-Zhuhai-Macao Bridge celebrated its first anniversary, the Hong Kong Transport Department announced that the three governments have agreed to implement a new scheme that will increase quotas for the mega bridge. The new scheme will be implemented in phases, and will enable eligible Hong Kong cross-boundary private cars to travel between all three places. The Hong Kong Zhuhai-Macao Bridge, a cross-boundary infrastructure marvel connecting Guangdong, Hong Kong, and Macao under "One Country, Two Systems", has played a positive role in the integration and development of the Guangdong-Hong Kong-Macao Greater Bay Area over the past year. By facilitating greatly the flow of both people and goods, it has also promoted innovation and nurtured entrepreneurship in the region. Jointly approved by the three governments, the new measures that allow cross-boundary private cars from Hong Kong and Macao to use the bridge indicate that a gradual opening up of the bridge will be a new trend that could benefit the whole region. Governments from the three sides should work on more facilitation measures according to development needs, so as to use the bridge to its full potentials and create a win-win situation for all three places.

Dubbed as "the bridge of fulfilled dreams, united hearts, confidence and renaissance", the completion and commissioning of the Hong Kong-Zhuhai-Macao Bridge is of great significance to Hong Kong's integration into the Greater Bay Area. On its first anniversary, over 14 million passengers had already travelled through the bridge to and from Guangdong, Hong Kong, and Macao, averaging 59,000 passenger trips per day. With the single-day peak amount of passengers also reaching 130,000, the passenger flow was falling in line with expectations. As for vehicles, more than 1.5 million had already passed through the toll booths of the bridge, averaging 4,100 vehicle trips per day, while some 210,000 tonnes of goods had been exported through the bridge. The commissioning of the bridge has also facilitated more Hong Kong people to start businesses in the Greater Bay Area, and the pattern of living in Hong Kong and working in the Greater Bay Area is becoming more and more popular. At present, there are over 360 Hong Kong and Macao youth startups operating in Shenzhen Qianhai, Guangzhou Nansha and Zhuhai Hengqin.

Spanning across three customs zones, the Hong Kong-Zhuhai-Macao Bridge further strengthened the interconnection between cities in the Greater Bay Area. For instance, the Macao and Guangdong authorities have agreed to adopt a "joint boundary control system" for travellers commuting between Zhuhai and Macao via the bridge. Also, Macao and Zhuhai health authorities have also reciprocally eased health control measures for travellers arriving from the bridge. In addition, Chinese customs authorities and border patrol have integrated their inspections on vehicles to Zhuhai into a one-stop check that could be completed in around three seconds. As the three governments collaborate in managing the bridge, the practical experience gained will have a pioneering effect in the innovation of cooperation mechanisms in the fields of talent, capital, and research in the Greater Bay Area.

In order to use the bridge to its full potentials in bringing socio-economic benefits, the Guangdong, Hong Kong, and Macao authorities have increased the cross-boundary vehicle quotas in a gradual and orderly manner. More and more Hong Kong or Macao-licensed vehicles can now enter mainland China, and the number of vehicles that are eligible to use the bridge has reached over 70,000. Under the new quota scheme announced , eligible Hong Kong and Macao cross-boundary private cars will be able to go to Guangdong via the Hengqin port on top of the existing approved ones. Current quota holders may also use the Macao and Shenzhen Bay ports, so that they can travel freely between Guangdong, Hong Kong, and Macao. The new scheme will no doubt further unleash the potentials of the bridge and facilitate the development of the Greater Bay Area.

The Hong Kong-Zhuhai-Macao Bridge has opened up new links between Hong Kong, Macao, and the western Pearl River Delta. It is of great strategic value to the integration of the Greater Bay Area, the reshaping of logistics movement, and the exertion of competitive advantage in foreign trade.
