時人時事:國民教育是施政重點

 【本報訊】特首曾蔭權在今年的施政報告中,就國民教育的推廣作大篇幅的交代,其中建議以明年北京奧運會這件盛事,作為推廣國民教育的重點主題,而康樂文化事務署轄下多種康體設施會由明年7月1日開始,至9月30日期間供市民免費使用,以宣揚奧運精神。

 曾蔭權首先引述了胡錦濤主席的講話,並指出,香港回歸10年,香港市民的國家認同不斷提高,要進一步深化對國家發展的認識、對民族文化的認同,為下一個10年作準備,故特區政府會不遺餘力推行國民教育,尤其要重視對青少年進行國民教育,使年輕一代都有愛國愛港的胸懷,有為國家、為民族爭光和貢獻力量的志氣,並以身為中華人民共和國公民為榮。

 他強調,推動國民教育是一項全社會的工程,特區政府會與社會各界,特別是教育界積極和密切合作,通過種種方法和渠道,包括教學、師資培訓、課外活動及與內地青少年交流等,提升青少年對國家發展的了解和認識,以及對國民身份的認同。

Civic Education Gets Top Billing

 Chief Executive Donald Tsang talked at length about the SAR Government's plan to promote civil education of the younger generation in his 2007-2008 Policy Address delivered on Tuesday (October 10), including a proposal to make the Beijing Olympic Games next year as a key theme for the civic education campaign.

 Meanwhile, the Leisure and Cultural Services Department decided to open a number of sports facilities throughout the SAR between July 1 and September 30 next year for local residents to use free of charge as part of a government plan to popularize the Olympic Spirit.

 During his second policy address as chief executive, Donald Tsang turned to the topic of better civic education by quoting President Hu Jintao, who told Tsang and other senior SAR officials during his visit in early July to celebrate the 10th anniversary of Hong Kong's return to Chinese sovereignty that civic education is key to ensuring a bright future for Hong Kong.

 The chief executive said Hong Kong residents' sense of national affinity has grown steadily in the past 10 years and it is now time to gear up relevant efforts for further progress in this undertaking in the next decade. The SAR government will do its utmost to drive home the message of patriotism, he added, particularly among the younger generation, so as to instill a strong sense of belonging to Hong Kong as well as the nation, the will to contribute one's bit to the nation and the pride to be a Chinese citizen.

 He also emphasized that civic education is an ongoing project for the whole society and the SAR government will join hands with people from all walks of life, especially those from the education circle, and work closely with them to achieve the goal through whatever means, including school regular classes, special training for teachers, extracurricular and exchanges with mainland students. The aim is to enhance local youths' understanding and knowledge of the motherland and their national affinity.  ■春生 資深翻譯員
