Light Pollution Complaints Doubled Annually

¡@The HKSAR Government has yet to legislate against light pollution even as complaints relating to nuisances caused by light are increasing annually. On a year on year basis, the number of complaints about light doubled last year to 213 cases. As there is no relevant legislation to regulate lighting, the Environmental Protection Department(EPD)can only write to persuade the landlords concerned to restrain themselves. However, landlords might counteract these persuasions. In one of the cases, the landlord added one more floodlight and illuminated the billboard even in late night hours. Some green groups have urged for legislation to regulate light pollution in different areas and demanded a system in which complaints can be dealt with properly and subsequently judged by a court.

¡@In the year before last, the Government put forward the suggestion of carrying out a study on regulating light pollution, but so far no concrete proposal has been made. A spokesman of the EPD said that the study would be completed shortly and relevant recommendations would be made soon. According to the EPD data, complaints relating to light pollution were on the rise; the number increased from 35 cases in 2006 to 82 cases in 2008, and last year, 213 complaints were received. An international astronomy magazine even put the night view of the Victoria Harbour on the cover of its May issue to jibe at the seriousness of the light pollution problem in Hong Kong.

¡@Mr Chan, a Hunghom resident, said that he got disturbed by nuisances caused by the advertisement floodlights shining on the wall of a mall nearby more than a year ago. Having received his complaint through a green group, the EPD issued a letter to the landlord at the end of last year asking the landlord to rectify the situation. Unexpectedly, the problem got even worse as the landlord added an additional floodlight two months ago to illuminate the board that read "retail space to let" from 11:00 pm each night till 6:00 am in the next morning.¡@¡½Translation by ¶}©ú
