　由於特權階級態度保守，三級會議無法取得進展。在此僵局下，第三等級的代表於6月17日宣布成立「國民議會」。為抵制這個具革命意義的組織，朝廷封閉了代表開會的會議廳。6月20日，代表們移師到附近的網球場，誓言永不解散，直至法國制訂出憲法為止。

　The Estates-General made no progress because of the conservative spirit of the privileged class. In the face of this impasse, the elected representatives of the Third Estate declared themselves the “National Assembly” on 17 June. To counter this revolutionary decision, the Court closed the chamber where they met. On 20 June, the representatives moved to a real tennis court situated nearby where they swore not to separate until they had drawn up a constitution for France.　■資料：香港歷史博物館
