時人時事:啟德千億活化 融合新舊特色

 斥資逾千億元推展的啟德發展計劃,將以「地下街」方式貫穿九龍舊區,涵蓋土瓜灣、九龍城及新蒲崗。發展局局長林鄭月娥接受《文匯報》專訪時透露,「地下街」將設有不同的特色商舖,帶動新舊區人流,並探討把啟德內的龍津橋遺址,串連附近的九龍寨城、宋王臺及衙前圍道,以至志蓮淨苑及鑽石山三寶(古蹟石寓、機槍堡及前皇家空軍飛機庫),打造成文物徑。據悉,這條「地下街」規模之大形同「地下城」,估計覆蓋面積約數十公頃,將有4個地面出入口,包括富豪東方酒店、采頤花園、牛棚藝術村及龍津橋遺址,並連接擬建的港鐵啟德及土瓜灣站。

 啟德發展區位處九龍臨海黃金地段,林鄭月娥形容該區的發展潛力龐大,但約300公頃的前機場用地,與新市鎮不盡相同,絕非全新建設,而是坐落於相當成熟的九龍區心臟地帶,如何作出令公眾對新、舊區有煥然一新感覺的布局,是規劃時的重點。她續稱,以「地下街」形式連接新舊區恰到好處,由於「地下街」附設不同特色的商舖,將會帶動人流,活化附近地域。

 當局亦計劃注入保育概念。林鄭月娥表示,該局有意透過「地下街」貫穿逾百年歷史的龍津橋遺址,再由龍津橋接駁一條「文物徑」。她強調,政府尊重啟德的歷史背景,為「文物徑」擬訂兩大走線方案:覆蓋鑽石山三寶及志蓮淨苑,或覆蓋九龍寨城、宋王臺及衙前圍道。

Hundred Billion Dollars to Transform Kai Tak into an Underground City and a Heritage Trail

 The hundred-billion-dollar Kai Tak Development Plan will cover the construction of a subway that traverses the entire old city of Kowloon spreading across To Kwa Wan, Kowloon City and San Po Kong. In an exclusive interview with Wen Wei Po, Secretary for Development, Lam Cheng Yuet-ngor, disclosed the plan to build a subway which will house a variety of specialty shops to bring visitors to both the old and new districts in the area. The Development Bureau will also explore the possibility of creating a heritage trail which will link the Longjing Bridge heritage site in Kai Tak to the nearby Kowloon Walled City, Sung Wong Toi and Nga Tsin Wai Road. The trail may also stretch to Chi Lin Nunnery and the 3 heritage gems in Diamond Hill, namely the Stone House, the Old Pillbox and the former Royal Air Force hangar. The scale of the proposed subway is believed to be comparable to an underground city. It has an estimated area of tens of hectares, and there will be 4 exits to the ground surface at the Regal Oriental Hotel, Rhythm Garden, Cattle Depot Artist Village and Longjing Bridge site. It will also be connected to the proposed Kai Tak and To Kwan Wan MTR stations.

 The Kai Tak Development site is located in a prime district on the Kowloon waterfront, which, as described by Lam, is an area with great development potential. However, the site, covering the former Kai Tak airport and having an area of around 300 hectares, is not totally like a new town. Lam said that as the site is in a rather old district in the heart of Kowloon, to design a layout that blends the old and new and gives the public a brand new feeling is the main objective of the Plan. She continued to say that constructing a subway to link the old and new districts is a perfect idea as the specialty shops inside the subway can attract visitors and consequently revitalize the areas nearby.

 The concept of the subway is not solely commercial but also environmental. As revealed by Lam, the Government has intended to link the subway to the century-old Longjing Bridge site and craft a heritage trail beginning from the bridge. According to her, the Government highly respects the history of Kai Tak and will propose two alignments of the heritage trail. One alignment extends to the 3 heritage gems of Diamond Hill. The other runs through the Kowloon Walled City, Sung Wong Toi and Nga Chin Wai Road.
