三級會議為舊制度時期的重要機制，國王在會議上召集三個級別的代表，即教士、貴族和第三等級(即非教士或貴族)，主要是要求他們投票通過徵收新稅，以解決政府燃眉之急。1789年，法國國庫空虛，國王再次召開會議，但這次會議成為後來連串抗議事件的激發點。三級會議在凡爾賽宮的遊樂室舉行開幕典禮，開幕時仍然充滿對君主政制和國王效忠的氣氛。
The Estates-General was an old institution from the Old Regime whereby the King would gather the representatives of the three orders, clergy, nobility, and the Third Estate (i.e. all those other than the clergymen and the nobles), mainly to ask them to vote for new taxes. It was again the case in 1789 when the State's coffers were empty. But this time the calling was within a context of general discontent. On the opening day of the Estates-General the climate was still full of the monarchy majesty and the total devotion to the King. The opening ceremony took place at the Small Pleasures Room in Versailles. ■資料：香港歷史博物館
