前身是行駛新界與九龍之間、稱為「9人van」之新界的士,車身有黑白相間的長條紋。
1967年,大量交通工具罷工停駛,新界的士及私人小巴在市區載客,政府採取放任態度。
1969年,政府對這種小巴實行合法化管理,繳費後便可獲發14座位(後來改為16座位)的公共小型巴士牌照。
1972年,當局發出綠色公共小巴的專線牌照供紅色小巴轉換經營。

Formerly, it is the 9-seater "New Territories taxi" which served between the New Territories and Kowloon. The taxi had black and white grids on its body.
When the transportation staff struck in 1967, numerous New Territories taxis and 9-seater vans began to get business in the urban area. The Government was turning a blind eye to the situation.
In 1969, the Government tried to legalise these taxis by issuing 14-seater (later 16-seater) public light bus licences at a price.
From 1972, the authorities started to issue the green light bus licences (fixed price and route) for the red light buses to change the form of operation. ■鄭寶鴻 香港歷史博物館榮譽顧問
