17-Year-Old Worker Admits to Drug Trafficking in School Drug Case

¡@To tackle drug abuse problem in schools, the Anti-Triad Unit of the New Territories North Police Region sent a 24-year-old fresh policewoman to a school in an undercover operation. The policewoman disguised as a Form Three student and secretly investigated the source of ketamine consumed by students. Young and beautiful, she was courted by drug dealers and within 4 months she successfully helped the police identify 23 student drug users and 2 other drug dealers. One of the defendants was a 17-year-old warehouse worker; he pleaded guilty to 3 counts of drug trafficking. He was sentenced to 32 months of imprisonment by the District Court, and had to spend his eighteenth birthday in prison.

¡@Despite being only 17 years old, the defendant was a drug abuser and addict. Upon arrest, he confessed to the police that the ketamine was brought from another dealer nicknamed "Ah Dong". A drug tablet costing HK$50 would be sold at HK$65. For each tablet sold, HK$10 in the profit went to the dealer and the defendant kept the remaining HK$5.

¡@The judge specifically asked the 17-year-old defendant, Wong Chun-kit, to read out a letter his parents presented to the court to plead for mercy. His parents said in the letter that they had to earn a living and did not have time to communicate with him; that was why Wong was exposed to bad influence and finally committed a big mistake. The letter also mentioned that Wong was a filial son who had always longed for a happy family. When he did not get the care and teaching from his parents, his academic performance fell drastically. He dropped out from school at Form Three, and then moved out from home. Wong had been held in custody for more than 3 months and every time his parents visited him, he burst into tears and showed remorse. The letter continued to say that Wong now knew the value of freedom and family ties, and his parents hoped that the judge could give a lenient sentence.

¡@The fresh policewoman in this case made her way into a secondary school in Fan Ling by disguising as a Form Three student early April this year. In July, the decoy, together with 3 schoolgirls at the age of 14 and 15, met with the defendant in Choi Yuen Shopping Centre in Sheung Shui. The four of them bought 2 ketamine tablets from him. The undercover pretended to swallow a tablet which she actually kept as evidence. 5 days later, she called the defendant, saying that she wanted to buy 5 more tablets. She later got the drugs from the defendant in Ka Fuk Estate in Fan Ling. In August, the defendant was arrested at his workplace and the police found another 67 tablets of ketamine in his home in Ka Fuk Estate.¡@¡½Translation by¶}©ú
