膾炙人口的小說開端，標題中的一句可算經典；前任財政司司長（Financial Secretary）梁錦松（Antony Leung, 1952）發表的2003至04年度財政預算案（Budget），便以這句作開場白。各位猜到是出自哪本T字首的著名小說嗎？
是《雙城記》（A Tale of Two Cities），作者是英國大文豪狄更斯（Charles Dickens, 1812-1870）。本書的背景是法國大革命（French Revolution），各位可以猜到所謂two cities是指哪兩個城市嗎？是法國巴黎（Paris）和英國倫敦（London）。
混亂的大時代背景
故事一開始，便描述了這個大時代是如何宏大兼混亂：It was the best of times, it was the worst of times（這是最好的時期，這是最壞的時期），it was the age of wisdom, it was the age of foolishness（這是智慧的年代，這是愚蠢的年代），it was the epoch of belief, it was the epoch of incredulity（這是信仰的紀元，這是懷疑的紀元），it was the season of Light, it was the season of Darkness,（這是光明的季節，這是黑暗的季節），it was the spring of hope, it was the winter of despair,（這是希望的春天，這是絕望的冬天），we had everything before us, we had nothing before us（我們前面包羅萬有，我們前面一無所有），we were all going direct to Heaven, we were all going direct the other way（我們全都直往天國，我們全都直往另一方）－－in short, the period was so far like the present period（簡而言之，這段時間與現在極其相似），that some of its noisiest authorities insisted on its being received（以至一些最為喧囂的權威，堅持若要形容它），for good or for evil（不管是形容其善或其惡）in the superlative degree of comparison only（都只能使用最高級的比較式）。
愛到極致替情敵死
小說的女主角，是美麗兼溫柔善良的Lucie Manette；男主角則有兩位，一是跟Lucie兩情相悅的Charles Darnay，一是單戀Lucie的Sydney Carton。大概為了劇情需要，兩個男主角是極相似的。Charles是法國貴族的兒子，本身正人君子，但給父親連累，被判處走上斷頭台。但不用擔心，故事最後環節，述說Sydney在Charles行刑前，走進監獄探望Charles，跟他調包，代替情敵送死。
小說最後描述其他死囚如何驚慌，但Sydney如何心境平靜：They said of him, about the city that night（城中眾人談起那個晚上的他），that it was the peacefullest man's face ever beheld there（說在那兒看到的面孔中他最平靜）。Many added that he looked sublime and prophetic（很多人還說，他外貌崇高，看透一切）。
死而無悔獨白感人
全書最後一句話，是Sydney臨死前的獨白：It is a far, far better thing that I do, than I have ever done（我現在所做的事情，比過去任何事都遠遠更好）；it is a far, far better rest that I go to than I have ever known（我現在得到的安息，比過去所知的都遠遠更好）。何其感人與偉大呢。
