
Gasoline prices in Hong Kong haven't changed much this year even as oil prices have hit multi-year lows, causing a jarring disconnect between crude and gasoline, two commodities that typically highly correlated to each other, at least historically.
隨着國際油價下跌,車用進口原油價格,從2014年7月每升6.33港元,跌至2016年3月每升2.78港元的低位,跌幅達56.1%。然而,本地油公司在同一時期,只將無鉛汽油的平均零售價下調18%,遠遠不及進口價格的跌幅。此外,油公司經常向部分消費者提供優惠,折扣價與零售價最多可相差兩元,反映油價存在很大的減價空間,而且證明正價售賣汽油,能夠賺取暴利。
International gasoline price tumbled from HK$6.33/L in April 2014 to HK$2.78/ Lin Mar 2016, down 56% in two years period. On the other hand, retail gasoline price of unleaded petrol was reduced by 18% period on period. The retail price declined far less than the price fell in cost.

售價接近疑合謀定價
從消費者委員會(Consumer Council)的監察數據不難發現,各油公司特級汽油的零售淨價格極為接近,差距在一毫左右,懷疑油公司燃油零售價格有「合謀定價」(Price Collusion)的情況。油公司給社會「加快減慢」、「合謀定價」的印象,並沒有因為《競爭條例》(Competition Ordinance)生效而改變。消費者在無從比較和選擇下,一直飽受「用貴油」之苦,而職業司機更因為負擔昂貴的燃料開支,影響收入。
The Competition Committee should investigate the fuel market for any anti-competitive behavior. The government should urge the oil companies for a greater transparency in gasoline prices setting and allow the public to participate in monitoring oil companies' petroleum price.
競委會(Competition Commission)應盡快完成燃油市場的反競爭行為調查,有效地利用《競爭條例》賦予的權力,防止燃油公司共同控制燃油價格,使價格定在公正合理的水準,保障消費者權益和職業司機的生計。■陳威雄
