溫家寶總理月初會見訪華的菲律賓總統阿基諾三世時，表示希望菲律賓政府妥善處理去年「8．23」本港人質事件。溫總理親自為港人發聲，敦促菲律賓政府重視本港政府和民眾的要求，妥善處理問題，顯示中央理解、了解港人感受，關心本港利益，從經濟民生到外交層面都對香港全力支持。菲律賓當局應該高度重視中國政府的呼籲，盡快給予港人滿意的答覆，積極改善菲港關係。
「8．23」人質事件令香港社會悲慟不已，但菲律賓政府遲遲未向港人作真誠的道歉，沒有給予任何合理的賠償，欠港人一個交待，令本港社會難以釋懷。溫家寶以國家總理的身份，通過正式的外交途徑要求菲律賓政府正視問題，以公平公正的態度處理問題，還港人和受難者一個公道。
香港與菲律賓交往密切，菲律賓有近20萬傭工在本港家庭打工，因為本港對菲律賓發出的黑色外遊警示，菲律賓的旅遊業大受影響。溫總理就人質事件向菲律賓表達中國政府的態度，菲律賓當局應該作出積極回應，向香港社會作出道歉，給予受害人及其家庭合理賠償，認真做好善後工作，重新修補菲港關係，這對菲律賓也大有裨益。
Premier Wen speaks on behalf of the Hong Kong people
In his meeting with the President of the Philippines, Benigno Aquino III, who visited China early this month, Premier Wen Jiabao expressed his hope that the Philippine government will properly deal with the 23 August incident in which Hong Kong tourists were taken hostage last year in the Philippines. The premier, speaking personally on behalf of the people of Hong Kong, urged the Philippine government to attach importance to the requests of the Hong Kong government and the Hong Kong people, and solve the problem properly. This shows that the central government understands and empathizes with the feelings of the Hong Kong people and cares about the interests of Hong Kong. It also shows that the central government gives full support to Hong Kong, from economy and livelihood issues to foreign affairs. The Philippine government should place great importance to the call of the Chinese government, give a satisfactory reply to the people of Hong Kong as soon as possible, and positively repair the relation between the Philippines and Hong Kong.
Hong Kong is deeply saddened by the 23 August hostage tragedy but the Philippine government has not so far made a sincere apology to the people of Hong Kong or paid any reasonable compensation. They owe Hong Kong an explanation and this is why the Hong Kong people cannot take their minds off. In the capacity of the Chinese premier and by means of a formal diplomatic channel, Wen Jiabao has requested the Philippine government to do justice to the Hong Kong people and the victims by taking the problem seriously and dealing with it in a just and fair manner.
Hong Kong and the Philippines have a very close tie. Nearly 200,000 Philippine nationals work here in Hong Kong as domestic helpers. Also, the tourism industry of the Philippines has been greatly affected due to the black travel alert issued by the Hong Kong government on travelling to the Philippines. Now as Premier Wen expressed the attitude of the Chinese government on the hostage incident, the Philippine authorities should respond positively and apologize to the Hong Kong society. They should give reasonable compensation to the victims and their families, and sincerely take remedial actions to repair the relation between Hong Kong and the Philippines, which will be as well beneficial to their own country.
