市建局首次展開3個由舊樓業主提出申請的「需求主導」重建項目。在「需求主導」的重建模式,小業主掌握更大的主動權推動重建,以改善居住環境,受到大多數舊樓業主的歡迎。市建局應扮演好重建促進者的角色,鼓勵有關重建項目的所有業主參與計劃;同時,亦兼顧財政的收支平衡,實事求是地釐訂收購成本,盡可能避免做賠本買賣,確保舊區重建的可持續性。
「需求主導」是重建的新模式,一改以往由市建局主導的做法,而由業主「由下而上」主動提出重建,只要67%樓宇業主同意就可以申請,超過八成業主同意就可啟動重建。目前本港不少樓齡超過四五十年的舊樓靠復修已無補於事,重建是唯一出路。這些舊樓當中不少是面積小、單幢式的唐樓,重建的商業價值不大,私人發展商對其收購重建的興趣不大。
「需求主導」為加快舊樓重建提供多一個途徑。此次重建項目是「需求主導」模式的首次運作,成功與否對日後有借鑒作用。市建局作為推動重建的主要責任者,應該積極鼓勵、說服已申請重建的樓宇業主參與計劃,令參加重建業主的比例達到規定的要求,加快重建的進度。
Maintain a balanced budget while encouraging redevelopment
The Urban Renewal Authority (URA) has made a debut of the "demand-led" redevelopment model with the commencement of three projects initiated by owners of old buildings. The "demand-led" model of redevelopment enables small owners to have greater power to initiate redevelopment to improve their living condition. It is well-received by the majority of old building owners. The URA should perform well its role as a redevelopment facilitator and encourage all owners of these redevelopment projects to participate. At the same time, the URA should also strive to maintain a balanced budget by pragmatically determining the cost of acquisition and trying its best to avoid a loss so that the sustainability of old district redevelopment can be ensured.
"Demand-led" is a new model of redevelopment which deviates from previous practice where redevelopment would be initiated by the URA. This new "bottom up" approach allows owners of an old building to file an application for redevelopment if consent is given by not less than 67% of all the owners; and the project may then go ahead with the agreement from more than 80% of the owners. Currently, old buildings in Hong Kong which are over the age of 40 to 50 years are mostly beyond repair, and redevelopment is their only way out. Many of these old buildings are single block tenement buildings of small lot areas. As the commercial value of redeveloping these old buildings is not high, private developers are not interested in acquiring them for redevelopment.
"Demand-led" approach provides an alternative way to speed up the pace of redeveloping old buildings. The current batch of redevelopment projects are the first examples of the "demand-led" model and their success or failure will become a reference for the future. The URA, being the major responsible party in the initiation of redevelopment projects, should actively encourage and persuade owners of buildings that have filed applications for redevelopment to participate so that agreement can be obtained from the required percentage of owners, and redevelopment can then proceed at a faster pace. ■Translation by 東明 tungming23@gmail.com
