菲律賓外交部上月恢復與中國駐菲使館的接觸，並正就黃岩島問題努力提出新的外交解決倡議，希望能夠緩和局勢。事實證明，菲律賓是欺軟怕硬，在中方強硬表態之後，才表示願意重新坐到談判桌前。中方對菲方恢復外交接觸的行動不能寄予過高期望，必須以強硬的姿態，展示維護黃岩島主權的意志和決心，包括清楚表達對菲方挑釁給予強而有力軍事回擊的嚴正立場，讓菲律賓知所進退。
在黃岩島事件中，菲律賓的表現出爾反爾，言行不一：一方面說願意外交解決；另一方面又接二連三搞小動作，將黃岩島改名，企圖抓捕正常作業的中國漁民等。菲律賓的所作所為是企圖將黃岩島問題複雜化、擴大化、國際化，把中國的善意大度當作軟弱可欺，毫無以外交手段解決問題的誠意。
儘管中國一貫實行「睦鄰、安鄰、富鄰」的周邊外交政策，但是，如果菲律賓依然在非法侵佔中國領土的問題上執迷不悟，中國應該整合軍事、經濟、外交資源，協調各種手段，該出手時就出手，顯示在事關中國的領土完整、民族尊嚴的大是大非上，中國絕不會讓步的堅定決心。
China has to be firm as the Philippines bullies the soft and fears the hard
The Department of Foreign Affairs of the Philippines, having resumed contact with the Chinese Embassy in the Philippines last month, is currently working very hard to propose diplomatic solutions to the issue of Huangyan Island, hoping to mitigate the situation. Facts prove that the Philippines tends to bully the soft and gentle but fear the hard and strong. Only after China strongly stated its position did the Philippines show willingness to sit down at the negotiation table and talk. However, China cannot expect too much from this move by the Philippines to resume diplomatic contact. China must firmly demonstrate its determination and resolve to defend sovereignty over the Huangyan Island in ways including a manifestation of its solemn position to launch military retaliation upon any provocation by the Philippines so that the Philippines will know better and restrain themselves.
In the Huangyan Island incident, the Philippines are frequently breaking their promises, and are always inconsistent in words and deeds. On the one hand, they said they were willing to solve the problem by diplomatic means; on the other, they repeatedly employed nibbling tactics such as changing the name of the Huangyan Island and attempting to capture Chinese fishermen who were in their usual operations. Such deeds are attempts to complicate, expand and internationalize the Huangyan Island issue. The Philippines has misread China's friendliness and generosity as a sign of weakness and vulnerability, and has showed absolutely no sincerity in solving the problem by diplomatic means.
China consistently adopts a foreign policy that engages its neighbours in an atmosphere of friendliness, peace and prosperity. However, if the Philippines continues to wrongly pursue the path of illegal encroachment on Chinese soil, China should integrate its military, economic and diplomatic resources and combine all sorts of means to fight back whenever it is warranted. This is to demonstrate China's unyielding determination in dealing with such cardinal issues of right and wrong as protecting the integrity of its territory and upholding the dignity of the people. ■Translation by 東明 tungming23@gmail.com
