國務院總理溫家寶於本月18日至21日出席東亞領導人系列會議並對柬埔寨、泰國展開正式訪問。在世界經濟復甦勢頭減緩、東亞經濟下行壓力增大背景下，溫總理此行將突出團結、合作、發展主題，提出一系列新的倡議，與各方增進互信，凝聚共識，推動東亞加強協調配合，共同發展，維護南海穩定。
溫總理在2003年10月舉行的10＋3領導人會議上首次提出「推動清邁倡議多邊化」倡議，得到與會各國領導人的積極響應。溫總理這次與會，將推動10＋3各方立足當前，繼續保持良好的合作勢頭，推動現有各項區域財金合作倡議取得積極成果；另一方面還將著眼長遠，為維護區域經濟金融穩定，推動區域經濟一體化做出貢獻。
外交部副部長傅瑩17日向中外記者介紹了溫總理出席東亞領導人系列會議的有關情況時說，中國在南海有著重要的利益，對南沙群島的主權立場是明確和一貫的，我們一向主張由直接相關國家通過談判協商，和平解決爭議。與此同時，各方須保持克制，不能採取任何破壞地區和平穩定的行動。
Boost development in East Asia and maintain stability in the South China Sea
Premier Wen Jiabao of the State Council will attend the ASEAN (Association of Southeast Asian Nations) and East Asia Summits, and pay official visits to Cambodia and Thailand from 18 to 21 of November. In the backdrop of a slowing down global economic recovery and a growing pressure of downward adjustment in the East Asian economy, Premier Wen is taking the occasion to emphasize solidarity, cooperation and development. He will suggest new initiatives to increase mutual trust and consolidate consensus among the members in an effort to strengthen coordination and joint development in East Asia as well as to maintain stability in the South China Sea.
In the 10 + 3 summit held in October 2003, Premier Wen first raised the idea of 浣orging Ahead the Chiang Mai Initiative Multilateralization*, which was positively received by the leaders attending the summit. This time, the Premier will urge the 10 + 3 members to build on the present position, continue to maintain a good relationship of cooperation and work towards attaining positive results for the existing financial cooperation initiatives in the region. In addition, he will urge the members to look ahead, make contributions to ensuring economic and financial stability in East Asia as well as enhancing regional economic integration.
In a briefing to Chinese and foreign correspondents on 17 November, Vice Minister of Foreign Affairs, Fu Ying, spoke of Premier Wen掇 participation in the ASEAN and East Asia Summits. She stated that China has important interests in the South China Sea and that China has always maintained a clear and consistent position on its sovereignty over the Spratly Islands. She also said that China has always insisted on peaceful resolution of the disputes through direct negotiation and consultation with the countries concerned.
